SUBJECT    : Early Retirement

As a result of automation, as well as a declining work load, management must of necessity take steps to reduce our contractor force. A reduction in staff plan has been developed which appears to be the most equitable under the circumstances.

Under the plan, older contractor employees will be placed on early retirement, thus permitting the retention of those employees who represent the future of the Government contractual cadre.

Therefore, a program to phase out older personnel by the end of the current fiscal year, via early retirement, will be placed into effect immediately. The program will be known as Retire Aged Personnel Early (R. A. P. E.).

Employees who are R.A.P.E.'d will be given the opportunity to seek other jobs within the Government or private sector, provided that while they are being R.A.P.E.'d they request a review of their employment status before actual retirement takes place. This phase of the operation is called Survey of Capabilities of Retired Early Workers (S.C.R.E.W.).

All employees who have been R.A.P.E.'d and S.C.R.E.W.'d may then apply for final review. This will be called Study by Higher Authority Following Termination (S.H.A.F.T.).

Program policy dictates that employees may be R.A.P.E.'d once, S.C.R.E.W.'d twice, but may be S.H.A.F.T.'d as many times as the Government deems appropriate.
